交流合作｜IFWL拜訪ICDPASO，推動國際倉儲物流爭端解決合作機制建設(shè)

2025年6月4日，國際倉儲與物流聯(lián)盟（IFWL，以下簡稱“國際倉聯(lián)”）秘書處副秘書長、中國倉儲與配送協(xié)會海外倉分會秘書長周武秀，法務(wù)部副秘書長王曉燕，香港辦公室項目總監(jiān)李志華博士，品牌傳播中心龔栗瑤一行拜訪國際商事爭端預(yù)防與解決組織（以下簡稱“ICDPASO”）。ICDPASO秘書長賈珅，仲裁員李連君、調(diào)解員夏穎、項目主管崔彤熱情接待我聯(lián)盟代表。雙方圍繞跨境電商背景下國際倉儲物流爭端解決機制、規(guī)則共建及專家合作等議題展開深入交流。

On June 4, 2025, Nany ZHOU, Deputy Secretary General of the Secretariat of the International Federation of Warehousing and Logistics (IFWL) and Secretary General of the Overseas Hub Branch of the China Association of Warehousing and Distribution (CAWD), together with Deputy Secretary General of the Legal Affairs Department Xiaoyan WANG, Project Director of the Hong Kong Office Dr. Zhihua LI, and Director of Brand Communication Liyao GONG, visited the International Commercial Dispute Prevention and Settlement Organization (ICDPASO). ICDPASO Secretary General Shen JIA, Arbitrator Lianjun LI, Mediator Ying XIA, and Project Director Tong CUI warmly received the delegation. The two sides held in-depth discussions on key topics such as dispute resolution mechanisms for warehousing and logistics under the context of cross-border e-commerce, joint rule-making, and expert collaboration.

會上，ICDPASO介紹了其“法商融合”的爭端處理定位，強調(diào)機制設(shè)計需兼顧法律的專業(yè)性與商業(yè)的實操性，并提出以國際倉儲物流為切入點，率先探索規(guī)則共建和機制落地的合作方向。我聯(lián)盟代表則結(jié)合行業(yè)實踐建議推動合作機制的細化和標(biāo)準化，提出可將供應(yīng)鏈服務(wù)體系延伸至下游環(huán)節(jié)，并重點加強調(diào)解機制、專家?guī)炫c證據(jù)存證規(guī)則的共享共建，共同提升國際爭端預(yù)防與解決的效率與專業(yè)水平。

At the meeting, ICDPASO introduced its “integration of law and commerce” approach to dispute resolution, emphasizing that the design of such mechanisms should strike a balance between legal professionalism and commercial practicality. ICDPASO proposed using international warehousing and logistics as a starting point to explore collaborative rule-making and practical implementation. Drawing on industry experience, the IFWL delegation recommended advancing the refinement and standardization of the cooperation framework, extending the service system to downstream segments of the cross-border supply chain, and placing particular emphasis on jointly developing mediation mechanisms, expert panels, and evidence preservation protocols to enhance the efficiency and professionalism of international dispute prevention and resolution.

本次交流增進了兩個國際組織在國際倉儲物流領(lǐng)域的互信與理解，明確了未來合作重點和推進方向。與會代表就機制共建、專家共享和規(guī)則共制達成初步共識，為構(gòu)建安全、高效、專業(yè)的國際倉儲物流爭端解決體系奠定了基礎(chǔ)。

This exchange strengthened mutual trust and understanding between the two international organizations in global warehousing and logistics, clarifying key cooperation priorities and future directions. The attending representatives reached a preliminary consensus on joint mechanism building, expert resource sharing, and co-development of rules, laying a solid foundation for establishing a safe, efficient, and professional dispute resolution system for international warehousing and logistics.
